Were those questions asked on the reflector? I don’t see the email. It sounds like it is a moot point at the moment because they aren’t going to accept the invitation.
However, for the future, if a motion commits us to spending funds (e.g. making an offer to host something), I think the motion should make clear that what amount we are committing

Hi Pat, Your questions are a subset that I required from Paul and Steve prior to the motion. Since the motion, my understanding is that the 3GPP folks think it is too close to schedule, but Steve can confirm or deny that. The answers that I had received on your specific questions are as follows: The room block is sold out for Wednesday night so is there a plan for attendee rooms for non-802 workshop participants? jwr: The room block is constantly being monitored, and I believe we have added rooms enough for the pending attendees (and had requested an extra 30 just in case for the workshop).
Is there a meeting room available?
jwr: A meeting room was being allocated - we believed it would work.
Who is paying for the Workshop?
jwr: 802
Will there be a fee for non-IEEE 802 workshop attendees or is it proposed to fund it from one of the treasuries?
jwr: The plan was that there would be a registration for a badge, but 802 would would cover the cost for the F&B and meeting space How many people not registered for IEEE 802 do you expect? jwr: I was told to expect an extra 30 people. Where all 802 members in the room were permitted to vote. There were only two 802.19 WG members in the
room (other than the chair) at the time of the vote and they both voted in favor of the motion. Since this is a liaison to an external body it requires a 2/3 approval rate, as per section 8.1.1 of the operations manual.
