I applaud your effort to make the intent more clear.
However, "Positive Train Control" as a macro concept and major systems
implementation seems to be so highly entrenched in the rail industry
and its attendant public funding arenas. Thus I fear you are going to
either get industry push-back or miss funding opportunities due to the
lack of the hot buzz-word label.
How about something like: Amendment: Physical Layer for Positive
Train Control (PTC) of Rail Communications
(or if "for" is too strong, switch in "in support of")
Just a suggestion.
