Appreciate the comment. This kind of discussion occurred as part of
the process leading to the desire to modify the title and included some
of the industry constituents you were probably thinking about. The
proposed title reflects this discussion including a desire to deemphasis
the PTC element in the title since the actual content and utility of the
amendment is broader. PTC remains referenced as an important
element both in the PAR and in the emerging draft and no changes are
being proposed there so it is not gone.
