Your language is very specific but procedurally what I
thought my language also required. I thought my language refered to EC PAR
approval, which can only be done per Clause 17 after WG review at a
plenary. Obviously you interpreted my proposed language as not
referring to PAR approval, but rather NesCom submittal approval. I would
accept your words, but if ambiguous, would prefer other words removing the
ambiguity that the PAR itself is the item of approval.
If it is PAR approval that is required, I think we are
required to follow the process of Clause 17 whether the PAR is sponsor-shopped
from the CAG or was generated from within LMSC. If LMSC is the sponsor,
then it is an 802 PAR and it must follow the process for PARs. (I believe
within the P&P Project 802 and LMSC are used
interchangably.)
Tony, though you may have inferred it already, my vote
would flip to approve if the P&P change were essentially as I
propose/intended.

Though I do not have a vote I would concur with
the addition of text as asked for by Bob Grow. I would further ask that the text
be beefed up from:
- 3. LMSC projects are balloted by individuals. No LMSC PAR may
be submitted to NesCom specifying any other method of sponsor balloting unless
approved in advance by the EC.
To:
- 3. LMSC projects are balloted by individuals. No LMSC PAR may

approved in advance by a specific vote of the EC taken in session at an 802
plenary.
Rationale:
I think that putting a PAR forward on
other than an individual basis is a sufficiently serious matter that it should
not be done by a mail ballot of the EC. It should only happen after the matter
has been thoroughly vetted in the several Working Groups at an 802 plenary with
the resulting vote taking place at the closing EC meeting. (I trust the process
enough to believe that if it came up on Monday that it would get tabled until
Friday.)

The IEEE-SA rules and
proceedures for ballot group formation have shifted over time. I wouldn't want
to have to track future changes in our rules. We should therefore include
their process by reference rather than attempting to describe
it.

issue. A complete 7.5 would read (with a slight
modification to my
previous recommended text):
7.5 Balloting Group for Sponsor
balots
All members of the Sponsor Balloting Groups shall meet the
requirements
of IEEE-SA for participation. Any inclusion of invited
experts shall be
approved by the EC in addition to any approvals required
by IEEE-SA.
The type of balloting of the invitation to Sponsor Ballot shall
be
consistent with the approved PAR for the project.
My recommended
