I am open to revisions to wording as long as the effect is
preserved.
That is, consideration and voting by the EC on whether an 802 project is
to be balloted by any method other than "individual" is only to
be done at a plenary Friday meeting of the EC.

Tony, though you may have
inferred it already, my vote would flip to approve if the P&P change
were essentially as I propose/intended.

Though I do not have a vote I would concur with the addition of text as asked for by Bob Grow. I would further ask that the text be beefed up from:
- 3. LMSC projects are balloted by individuals. No LMSC PAR may be submitted to NesCom specifying any other method of sponsor balloting unless approved in advance by the EC.

Rationale:
I think that putting a PAR forward on other than an individual basis is a sufficiently serious matter that it should not be done by a mail ballot of the EC. It should only happen after the matter has been thoroughly vetted in the several Working Groups at an 802 plenary with the resulting vote taking place at the closing EC meeting. (I trust the process enough to believe that if it came up on Monday that it would get tabled until Friday.)

The IEEE-SA rules and proceedures for ballot group formation have shifted over time. I wouldn't want to have to track future changes in our rules. We should therefore include their process by reference rather than attempting to describe it.

In hindsight, I hit send too quickly. I probably deleted some
worthwhile information from 7.5 while focusing too much on the
individual balloting issue. A complete 7.5 would read (with a slight
modification to my previous recommended text):
7.5 Balloting Group for Sponsor balots
All members of the Sponsor Balloting Groups shall meet the requirements
of IEEE-SA for participation. Any inclusion of invited experts shall be
approved by the EC in addition to any approvals required by IEEE-SA.
The type of balloting of the invitation to Sponsor Ballot shall be
consistent with the approved PAR for the project.
My recommended changes to 17 remains the same, inserting a numbered item
3:
3. LMSC projects are balloted by individuals. No LMSC PAR may be
submitted to NesCom specifying any other method of sponsor balloting
unless approved in advance by the EC.
