hello all,
like
others, sorry for the many emails, just a very dynamic time.
so
further update to below after a few calls and emails today. the best way to extend out the date of when
we file and ensure we don’t file sooner than we want is for the ballot to fail. then with the extra time the FCC has now approved
is to start another motion, which could be at one of our calls coming up.
to
add a little on why we much prefer to file closer to the actual due date is not
to give others a heads up and they then add to their reply’s things about us, that
we cannot rebuttal in time officially.
this is a normal and expected practice by many, especially the more
significant entities.
now
to Glenn’s observation. in yesterday’s
.18 weekly call the notable consensus was to not disturb the reply comments that
the EC has already spent time with and have provided good feedback on, keep in
place and we know we would have good reply comments ready to file (if it
passed). at that time, we thought there
was a way to just shift the date and thought
let the current ballot finish up. then
work on a supplemental with the limited time we will have on it, and if it came
together great, if it didn’t, we would have the primary reply comments already
ready to go. in other words, the lower risk
path. now learning the ballot needs to fail
to catch up with the FCC date change, will review that and what to do with the filing(s),
will have a few hours to work on that.
so
lessons learned, after 8-9 years of always being sure a date is in the motion
for these, we should review that and use something that will allow the
regulator to change their date. this is
just the first time for us that i can remember, we got caught.
so
to file closer to the new due date, we will need the ballot to fail. i
understand votes can be changed.
again sorry for re-do, just trying to keep up,
stay safe all,
jay holcomb

hello all, from my notes below, in .18's telecon today, with the FCC changing/extending the due date out for reply comments (after this ballot was started) we will be looking if we can come up with a supplemental (additional) filing to add a few more points to support our concerns, to send to the FCC.the current ballot remains valid except it had the original FCC due date. with the FCC changing its due date, the normal, and original plan, is not to send in reply comments until sooner to the actual due date. we are working on how to adjust our filing date to line up with the new FCC due date.dynamic times, jayFrom: Jay Holcomb <jholcomb@ieee.org>

Jon, got your typo also.all, as mentioned on the call last week there was a possibility of an extension, but had to cover if it didn't come. well, it came out mid-day today. the FCC is okay with reply comments out to 27 April now, + 3 weeks. it will be a discussion point on the .18 weekly call thursday, stay the course, do we explore doing updates, etc. i will pass along the outcome of the discussion.stay safe, jayFrom: Roger Marks <r.b.marks@ieee.org>

With this email I would like to announce the start of an LMSC(EC) ballot on reply comments to the FCC on response to their NPRM proposing re-configuration of the 5.9GHz band from ITS to unlicensed and ITS and allowing C-V2X instead of just DSRC (802.11p and .11bd). The deadline for reply comments is 06 April 20, a Monday.
Paul has delegated to me to conduct a LMSC(EC) 10-day electronic ballot on the motion below to approve the comments to the FCC. This EC motion is per IEEE 802 OM 7.2.1 Procedure, P&P 7.1 b) (majority response) and P&P 7.1.2 (2/3 approval of votes cast) for communication with government bodies and public statements. With that we would like to see everyone respond.
