The solution which we
have proposed to use in 19.3 is to refer to it by the handy name
"Sub 1 GHz (S1G) PHY" which is the same name used in the
published amendment and the not yet completed revision. Since
the industry refers to "11ah" we have a paragraph that explains
the term "802.11ah" and "Sub 1GHz (S1G) PHY" are equivalent.
In this case we are concerned about people who will read the
standard (recommended practice) in the future and may know only
what is in 802.11 and not the history of how it came into
802.11. You might get away with something like "Sub 1 GHz
(S1G) PHY, also known in the industry as 802.11ah, ...
maybe that helps.

I think that rather than refer to it by clause, we should
just use the
handy name provided by IEEE 802.11, i.e., "Sub 1 GHz (S1G)
PHY" and
leave the clause out as this number can change.
