I think the rationale and target groups listed are all appropriate.
I think it's time for me to add some context as to why membership in two
groups is an issue. Such membership is generally considered undesirable
because it was used and abused in the early days as an economy move by
certain funding entities of participants (one connector manufacturer comes
to mind). One incident comes to mind where a particular member was "working"
both Dot3 and Dot5 and he came running into the room at the end of the vote.
That particular incident hardened a lot of people's attitude for years.
RESULT: I have strong feelings both ways.
