Yes, I think we should match the customer's spelling. It's a little tricky because the spelling outside the US depends on the part of speech, and consequently both forms appear in the consultation. However, term "licence-exempt" is used in the consultation, so I revised the alternative spelling when it occurred. I don't see instances of "licensce" except where the "s" is marked as struck.
