[802SEC] Announcement of ITU-R Task Group 5/1

Dear EC members,

At the meeting in Macau (and to some degree in Waikoloa) there were discussion/questions about what TG5/1’s mission was, etc. Enclosed here is the ITU-R announcement of the formation of ITU-R TG5/1, Administrative Circular CACE/771.

As previously discussed the TG will carry out relevant studies on WRC-19 agenda item 1.13. That agenda item says:

“to consider identification of frequency bands for the future development of International Mobile Telecommunications (IMT), including possible additional allocations to the mobile service on a primary basis, in accordance with Resolution 238 [COM6/20] (WRC 15)”.

Resolution 238, also attached, list the frequency bands to be studied. The following is extracted from Resolution 238:

“2 to conduct and complete in time for WRC-19 the appropriate sharing and compatibility

studies1, taking into account the protection of services to which the band is allocated on a primary

basis, for the frequency bands:

– 24.25-27.5 GHz2, 37-40.5 GHz, 42.5-43.5 GHz, 45.5-47 GHz, 47.2-50.2 GHz,

50.4-52.6 GHz, 66-76 GHz and 81-86 GHz, which have allocations to the mobile service

on a primary basis; and

– 31.8-33.4 GHz, 40.5-42.5 GHz and 47-47.2 GHz, which may require additional

allocations to the mobile service on a primary basis,”

The Agenda Item (AI) for WRC19 is contained in the approved agenda for WRC19. It says:

“1.13 to consider identification of frequency bands for the future development of International Mobile Telecommunications (IMT), including possible additional allocations to the mobile service on a primary basis, in accordance with Resolution 238 (WRC-15);”

From emails that I have access to no one should expect that frequency bands other than those listed above will be considered.

The chair of TG5/1 is Ms. Cindy-Lee Cook of Industry Canada. In the past 20 or so years I have worked with her she has always been fair but firm in her work.

WRC19 may seem like a long way off, but the preparation (and positioning by various interests) is already happening, both in national preparation for the WRC but also in the Working Party meetings here in Genève. Those who think that they have an interest in what WRC19 will be doing need to start getting their positions formed sooner rather than later. Inputs/contributions will need to be submitted prior to the Conference Preparatory Meeting which must submit their report six months prior to the WRC.
