[802SEC] Additional item - 10 minute discussion on Regulatory Update on TVWS: [802SEC] Updated Agenda file for Feb 7 Telcon posted

Hello Jon, Paul, 

There are some regulatory uncertainties surrounding the License Exempt usage of the Television White Spaces and if time permits, I would like to have 10 minutes to discuss this. 

In Sept. 2010, the FCC issued its Second Memorandum Opinion and Order, that allowed license exempt usage in TV Band spectrum (almost 288 MHz depending upon locations). However, in order to renew the Pay-roll Tax-cut extension, Congress wants to find ways and means by which we can pay for the budget short fall, incurred as a result of the Tax cuts. One of the ideas has been to conduct incentive auctions for a part of the TV White Space channels. 

There are two proposals currently being discussed - one in the Senate and the other in the House.

This has become important right now, since things may move very quickly and there may be some outcome by Feb. 28th.
