[802SEC] Submission of 15.8 PAR for consideration in Singapore

802.15 is re-submitting the draft 15.8 PAR and 5C on Personal Space 
Communications for consideration in Singapore.  The Study Group has worked 
to address the comments and issues identified last November in Dallas. The
