[802SEC] 802.15.3c Procedure 13 conditional approval report

As you can see from James' report below the requirements for conditional
approval have been met. Draft 13 will be submitted to RevCom.

802.15.3c received conditional approval at the July 2009 EC closing
plenary to forward to RevCom. The third recirculation finished on July
25th, 2009.
a) The recirculation ballot is completed according to the schedule
presented and the ballot resolution committee met by conference call at
the time specified in the conditional approval.
b) The recirculation ballot has an approval percentage of ate least 75%
(it is 96% affirmative) and there are no new valid Disapprove votes. In
the last recirculation we had no new Disapprove votes and one voter
changed from Disapprove to Approve.
c) Because there were no new technical comments, the BRC decided to make
no changes to the draft. Hence, no technical changes were made as a
result of the recirculation ballot. Draft D13 from the third
recirculation will be submitted to RevCom.
d) There were no new valid Disapprove comments from existing Disapprove
voters. Only three comments were received, one from the editorial
coordination stating "This document meets all editorial requirements."
The other two comments were editorial comments received from Approve
voters which were indicated as not required to be satisfied. The BRC
will forward these editorial comments to the IEEE-SA staff for
consideration prior to publication.
e) There are no new invalid Disapprove comments or votes as there are no
new Disapprove comments or votes.
f) The ballot information is:

This ballot has met the 75% returned ballot requirement.

The 75% affirmation requirement is being met.
