[802SEC] RevCom submittal of P802.1Qay

The P802.1Qay recirculation ballot closed on the 8th April. There was a single comment
received on recirculation, from the Editorial staff, indicating that the mandatory
editorial coordination requirements had been met. There were two disapproves on the
original Sponsor ballot, and the two disapprove voters have not made any additional
comments or changed their votes. The approval rating is still 96%, as I reported in March
when conditional approval was granted.
I have therefore submitted the project to RevCom for final approval.
