Arnie,
The language used here regarding allowing the chair to make editorial
and format changes is of a boiler plate nature. In the current case it
allows the 802.18 chair to make those changes necessary to put the
document in the correct format for submission to ITU-R. It does not give
me license to make substantive changes to the document.
I presume that you are referring to Appendix 1 and 2 rather than tables.
In reviewing the minutes of the our meeting I can confirm that it was
decided to retain Appendix 1 and 2. It was also decided that a note be
included that states that IEEE 802 did not review them but that we do
not preclude ourselves from doing so in the future. The final paragraph
of the cover page text reserves IEEE 802's right to submit further
comments on the overall IMT.TECH document and Appendixes 1 and 2. In the
ITU-R manner of editing deletion of Appendix 1 and 2 would be taken to
mean that IEEE 802 is saying that they should be removed from the
document.

I am a bit concerned about the open ended nature of the motion. I
paticipated in the referenced telecom and voted to approve. What I voted
to approve was the document that had been discussed and agreed upon by
the task group. I have no idea what the editorial and format changes
will be. In fact It was recommended in the final tlecom that tables be
deleted as an editorial change. this suggestion was objected to by the
group. We do not know what other editorial changes may be made and if we
all agree that they are editorial or substantive. I am ready to reaffirm
my approval of the telom but not provide a blanket approval to as yet
unidentified changes.
