Paul, Here you go. I move the following text be sent in a letter from Paul Nikolich to the IEEE Computer Society. (I have also attached a Word document with the exact same text). I will call Carl and see if he is willing to second the motion. Steve --------------------- The IEEE 802 executive committee recommends that the Computer Society not become a sponsor of the proposed standards coordinating committee on dynamic spectrum access networks. In addition the IEEE 802 executive committee recommends the Computer Society forward the following comments to the IEEE 1900 steering committee and the IEEE Standards Board, on behalf of IEEE 802. IEEE 802 appreciates that some future wireless standards will incorporate dynamic spectrum access technologies. In fact, IEEE 802 has a working group (802.22) developing a standard for unlicensed broadband access operation on geographically unused channels in the television bands, which incorporates dynamic spectrum access technologies. IEEE 802's only concern regarding the establishment of a standards coordination committee (SCC) on dynamic spectrum access networks (DySPAN) is any potential conflict between the SCC and activities, both present and future, within IEEE 802. The IEEE 802 organization has a long history of development of wireless networking standards. There are currently six wireless working groups and two wireless technical advisory committees (TAGs) within IEEE 802. If a SCC on DySPAN were to be established the IEEE 802 leadership needs to be assured that the existence of such a SCC would not preclude IEEE 802 from initiating and running new wireless projects within IEEE 802 which may incorporate dynamic spectrum access technologies. IEEE 802 has always been the place within the IEEE for standardizing wired and wireless networking standards, and we believe that fundamental networking standards are best handled within IEEE 802. We are sure there are many additional standards developments that can be covered in the DySPAN SCC which will not conflict with the fundamental wireless networking standards being developed within IEEE 802. It said: "If LMSC/802 wishes to formalize their involvement, then IEEE-CS should be the 3rd Society join with this SCC with ComSoc & EMC." Based on the responses I've seen from the EC on the draft response letter, I think it is safe to assume LMSC is not interested in becoming formally involved with the SCC. Furthermore LMSC is not a 'society', the Computer Society is, and I would not recommend CS become involved with the SCC. Regardless, I would prefer to have an EC decision via motion regarding this matter, it would include approving your draft text and making a recommendation against formally engaging with the proposed SCC. We have been asked to submit any comments we have to the computer society by February 13. Paul and Carl and I exchanged a few email and Carl and I spoke about this. Paul wanted someone to craft some text for our comments on this proposed SCC. So I have drafted some initial comments, which are attached. Please review these comments and send any edits or any other comments you have to the EC reflector. I will attempt to capture the consensus of the feedback and will revise the comments accordingly.
