I just re-read the inquiry from the CS-SAB Chair. It said: "If LMSC/802
wishes to formalize their involvement, then IEEE-CS should be the 3rd
Society join with this SCC with ComSoc & EMC."
Based on the responses I've seen from the EC on the draft response letter, I
think it is safe to assume LMSC is not interested in becoming formally
involved with the SCC. Furthermore LMSC is not a 'society', the Computer
Society is, and I would not recommend CS become involved with the SCC.
Regardless, I would prefer to have an EC decision via motion regarding this
matter, it would include approving your draft text and making a
recommendation against formally engaging with the proposed SCC. Please
prepare text for a motion, obtain a second and I'll run an EC email ballot.

I just wanted to send you a reminder about this. I have
incorporated the suggested edits. When we first talked about this you
made an off-the-cuff comment about running an electronic ballot about
this. I don't know if that is necessary, but if you feel it is I
suggest you start it right away, since the Computer Society has asked
for a response by February 13.

EC Members,
The IEEE 1900 standards group has proposed the formation of
a
Standards Coordinating Committee (SCC) on dynamic spectrum access
networks
(DySPAN). This is a new field of wireless networks in which an
unlicensed
system dynamically utilized spectrum unused by licensed wireless
systems.
The first example of this technology will be the unlicensed used of
unused
TV bands. This is what is being standardized within IEEE 802.22.
Paul received information on this proposal (see attached)
from
John Walz and Kathy Land of the Computer Society. We have been asked to
submit any comments we have to the computer society by February 13.
Paul and Carl and I exchanged a few email and Carl and I
spoke
about this. Paul wanted someone to craft some text for our comments on
this
proposed SCC. So I have drafted some initial comments, which are
attached.
Please review these comments and send any edits or any other
comments you have to the EC reflector. I will attempt to capture the
consensus of the feedback and will revise the comments accordingly.
