I'm not convinced that providing loaner cards was a good idea back then, but things are also different today: Wireless is much more adopted. Most travelers have some form of it already on their laptops. In at least half the hotel rooms I stay in, the connection in the room is wireless rather than wired further encouraging people to have it.
Also, I think when we provided the loaners, we signed out the card and the installation disk - the user was the one who installed it. What Buzz is talking about here is our network provider doing the support for the installation including making sure the BIOS on the laptop is up to date. I think our network provider doing BIOS upgrades on people's laptops (something my company would not approve of me doing) is significantly more liability then having a person from our meeting planner hand a person a card and a driver disk.
Many of our companies are also a lot more security conscious now. I don't think we should get into providing a service that most of our attendees can't take advantage of without violating their company IT policy. If an attendee wants to violate that policy on their own, that is their business.

Minimally we should make people sign a waiver. Didn't we use to provide
loaner cards in the past? How did we deal with it back then? What is
different today?

I approve the Network AP upgrades ONLY. But do not agree to the Tri-Mode
interface cards on the grounds of liability to 802 on Company or
Individual members machines being subject to failures or corruption of
those machines. Indeed my company will not allow this and it is a
serious
offence to do so. To this end, I explained my reasoning at the closing
EC
meeting on Friday. Not a good idea in my view. We should encourage them
to
get them, BUT NOT to provide them. To which end, if there is an EC
motion
to do this then I will DISAPPROVE the idea.

with acquisition of the 802.11a modules for our Cisco 1200 APs that are
not currently so equipped, and that we make an effort to encourage our
attendees to migrate to 802.11a for reduced congestion:
I move that we proceed to acquire those additional 802.11a modules (20),
and further that we investigate a promotional deal to encourage more of
our attendees to upgrade to Tri-Mode (802.11b, 11g, 11a) interface
cards,
which would also allow us to regulate client transmit power levels in
dense configurations. Terms of deal will be reviewed with the Network
Services Advisory Committee, and presented for final approval by the 802
EC prior to implementation."
