Re: [802SEC] Term limits and hibernating groups
Pat, et al,
I strongly concur with others who have pointed out the reasons not to have any specified term limits, which I would like to summarize here:
A) The IEEE SA exists to produce standards, in the best possible manner, not to provide leadership opportunities.
B) If the intent of term limits is to remove someone from office who is not in the best interest of the standards process, this is an extremely poor way to deal with that.
C) There does not appear to be any logical reason to apply this to WG chairs and no other officers of the EC or other officers of the WGs.
D) It would incapacitate some hibernating groups.
Assuming we can agree with the above (and I would be really curious to hear from anyone who does not agree with the above as to why they do not agree), then clearly two action are needed:
1) Eliminate the term limit text.
2) Institute a process that addresses the removal of those officers that are felt to be not operating in the best interest of the standards process.
Clearly we should take the first action now.
With regards to the second action, we already have a process today whereby we can vote out (most or all?) EC and WG officers at any time. If this is felt to be too limiting, we could institute a no confidence procedure. For example, we could state that a no confidence measure passing by a simple majority, a super majority (say, of 2/3), or consensus (75%) would force a new election or appointment for that officer's position. Adoption of any process in addition to our current methods of ousting someone should be done only with careful thought and examination of the repercussions.

So far I haven't seen any response to my comment about term limits and hibernating groups. I don't think term limits should apply to the chair of a hibernating group - a non-voting position on the Exec.
