[802SEC] P802.1AB conditional approval

Colleagues -

P802.1AB has now completed its 3rd recirculation ballot, and the final
tally is 100% approval, with no outstanding negative ballots or comments. I
will therefore be submitting this project to RevCom in the next few days,
in accordance with the conditional approval granted by the closing SEC
meeting in November.
