Jim, I can accept your answer for this ballot, but the process is broken.
Note to all who will conduct LMSC electronic ballots in the future.
DO NOT APPROVE the balloter list until AFTER you have verified the e-mail
addresses.
Use lack of response as a reason to drop them from the ballot pool.
I believe this procedure will fix the process for the electronic LMSC ballots
that follow.

Mike and I discussed by phone. At this stage in electronic balloting, I don't
want to remove people from the balloting group who said they wanted to be in
the balloting group. Bob, these people will simply be non-responders to the
ballot, and if you don't get 75%, you will need to call/solicit their ballot.
If someone doesn't have an email address, I would send a paper ballot with WEB
pointer to them (this will be the WG responsibility). Until we have specific
rules for electronic sponsor balloting, I would like to err on the side of not
leaving anyone out.
