[802SEC] IEEE Fellow Committee presentation

Dear 802 LMSC,

Please share the below information with your groups. Joe Hughes delivered an excellent presentation on the IEEE Fellow Process to TAB Committee on Standards.  One of the big changes is that a "Standards Contributor" has been added, which will give many of our 802 LMSC participants a better chance of being elevated to IEEE Fellow.
