This was originally covered in the chair’s guidelines by an interpretation (11/11/2010, at 3.1), but is now in the lmsc operations manual (sec 12, Approved 17 March 2022). The short answer is up to 2 recirculations may be performed after requesting conditional approval. The relevant section of the operations manual is below (emphasis added to show that there is one “subsequent” recirculation ballot allowed,
and if they are not met the approval terminates). 12. Procedure for conditional approval to forward a draft standard This procedure is to be used when approval to forward a draft standard to sponsor ballot or to RevCom is conditional on successful completion of a Working Group or sponsor recirculation ballot, respectively. Conditional approval is only appropriate when ballot resolution efforts have been substantially completed and the approval ratio is sufficient. "Substantially complete" is when there is a very low likelihood of receiving valid new Disapprove comment(s)/vote(s) upon the next recirculation ballot. If the requirements for conditional approval have not been met at end of that recirculation ballot, then one
subsequent recirculation ballot may be conducted in an attempt to meet the conditional approval conditions.
If the conditions are not met by the subsequent recirculation ballot, the conditional approval terminates.
Conditional approval expires at the opening of the next Plenary Session. George A.
