Hi James,
I believe that Jodi asks <https://ieee802.org/secmail/msg29096.html> the Working Group Chairs to update the IEEE 802 liaison list before each plenary. I'd, therefore, suggest that organisations listed as 'Official' under 'Type of Liaison' on the IEEE 802 liaison list <https://ieee-sa.imeetcentral.com/802liaisondb/&num_165948=50> would be a good start for the list of external organizations that IEEE 802 has strategic cooperation with.
