Dear EC members,

I would like to request the review of the following two draft IEEE 802 LMSC submissions by Monday 6 May 2024, A.O.E, before asking the EC to consider approval of these two submissions in the 7 May 2024 teleconference call:
1)  Australia ACMA's consultation on its draft spectrum outlook 2024-29
2)  Canada RABC's consultation on its technical requirements for licence-exempt radio apparatus


1)  Australia ACMA's consultation on its draft spectrum outlook 2024-29
Every year, Australia ACMA published its draft 5-year spectrum outlook and issued a public consultation to ask for public opinions.  For the consultation "Draft Five-year spectrum outlook 2024-29 and 2024-25 work program" the administration published this year, the administration proposes to elevate the status of 6 GHz frequency planning to "preliminary replanning" and ask for opinions on spectrum sharing mechanisms, including Automatic Frequency Control (AFC).

A few 802.18 participants prepared a response with an opinion that supports the administration's proposal to consider 6 GHz as "preliminary replanning: and repeats our positions (in the 2023-28 spectrum outlook) to authorize LIPD Class Licence operation in the upper 6 GHz (6425 MHz – 7125MHz) band.  The draft response also encourages the administration to initiate authorization proceedings for standard power RLAN under supervision of AFC, and authorize standard power mode at a maximum EIRP of 36 dBm for access points and 30 dBm for client devices for indoor and outdoor operation.

The submission was reviewed and approved by IEEE 802.18 on 18 April 2024 with the following voting results: 10 Yes, 0 No, 1 Abstain.

2)  Canada RABC's consultation on its technical requirements for licence-exempt radio apparatus
Canada Radio Advisory Board of Canada (RABC) began an consultation asking for public opinions on the technical requirements "Draft RSS-210 Issue 11: Licence-Exempt Radio Apparatus: Category I Equipment" whose contents are related to the operation of licence-exempt radio apparatus (category I equipment).  Of particular interest to us are the changes made to Annex J (for devices operating in the band 57 GHz to 71 GHz

 
A few 802.18 participants prepared a response that welcomes the administration to have expanded on these requirements to make rules clearer and consistent with the FCC 15.255 of Part 15.  The response also pointed to a possible erratum for the administration to consider.

The submission was reviewed and approved by IEEE 802.18 on 25 April 2024 with the following voting results: 7 Yes, 0 No, 1 Abstain.
