My understanding is the proposed change is not retroactive. Thus any credit gained up to and including May 2024 remains valid credit. A retroactive change is definitely not OK.
In the scenario if the proposed changes are adopted, a person with a January interim (virtual or physical) and this session (virtual or physical) can become a voter at the start of the July plenary (first plenary attended). Attending July can be eiher virtually
or physically. With no in person attendance after adoption and effective date of the rule (e.g. if made effective immediatly following the EC meeting Friday), they would lose voting status after the March 2025 (having at that point only 1 out of the last
4 counting) and I think cross the "no return" (become a doomed voter) after November 2024. I
think this is consistent with what James explained in the rules meeting.
This potential confusion is another downside to the proposed change, however IMO after 5 plenaries following adoption that confusion will have dissipated. To be fair, I think we added as much or more confusion when we adopted virtual attendance and we've worked
through it.

Ben does acknowledge one hole in the proposal (that I don’t think I’ve seen covered). Do we have a rule in place about grandfathering? It will be a limited case, but I suspect there will be some who are in process of gaining voting rights. That means that this Plenary (or the Jan Interim) was their first meeting that counts toward voting rights. They need another Plenary to gain voting rights. Would this second one be required to be in person? I would advocate that we grant voting rights based on the CURRENT rules while also starting the clock on required in person attendance to maintain these rights. This would mean that if they attend the July Plenary virtually, they will gain voting rights. But if they do not attend at least two in person by July ’25, they would lose those rights.
