As I suggested before, we should avoid the use of the words "incumbent" and "allocation". Note the title of the current policy statement uses the word "allocation". We should also suggest the revised statement drop it from the title also. The one place
we use "allocated" can be changed to "also used by" as that is what we really meant.
We had extensive discussion on the word "incumbent" and I do not wish to revisit that. I thought we had replaced every instance with what we really mean but obviously not. We should. IN the case Roger spots we mean licensed and/or priority uses.
The other comments I don't fully understand so will leave suggested changes to someone who might.
