Industry Connection Activities are subject to the Industry Connections Committee (ICCom) Operations Manual.
Subclause 5.1 (Industry Connections Committee) of the IEEE Standards Association Industry Engagement and Sector Strategies (IESS) Strategic Management & Delivery Committee (SMDC) Operations Manual (attached), approved by the IEEE SA Board of Governors (BoG) in December, states that the ICCom Operations Manual governs Industry Connections (IC) activities.
When ICCom reported to the IEEE Standards Association Standards Board (SASB), this was defined in the IEEE SASB Bylaws. As previously noted, clause 1 in the ICCom OpMan contains:
" Additionally, this document also addresses some universal policies and procedures which are to be followed by groups which are undertaking Industry Connections (IC) activities."
and
"Such activities may complement, supplement, or be precursors of IEEE Standards projects, but they do not themselves develop IEEE standards."
Clause 9.2 contains:
"IC activities shall avoid development of work products that should be undertaken through the IEEE SA PAR/Standards Development process or the ISTO process."

ICCom's Operational Manual is not listed as a superior document to our P&P.
In our approve P&P, the only superior documents are:

IEEE Board of Directors Resolutions
IEEE Standards Association (IEEE-SA) Operations Manual

IEEE-SA Standards Board Resolutions
I am unaware of any superior document that prevents us from adopting a
more limited role for an ICAID.
