Geoff,
The agenda is reviewed in Item 2.00 before it is approved. If there is a request to pull the item from the consent agenda, then a request is made to modify the agenda to add an agenda item to go into exec session.
So seems easy enough to address. Do you see something faulty with my logic above?

IF, during the approval of the agenda (Item 2.00) there is a request to pull item 2.03 from the consent agenda,
THEN there is no way to deal with item 2.03 because it can't be dealt with in open session.
My proposed item gives us an agenda item that allows us to go into executive session should that occasion arise.
