Further to my action item I've worked with Glenn and Paul, thanks to both, to develop the proposed format for the IEEE-SA presential candidate's townhall below. I intended to submit this to the IEEE Election Oversight Committee and then seek IEEE 802 EC approval at the 9th July 2021 opening plenary teleconference. As always, comments welcome!!

Goal: To provide the IEEE 802 community with the opportunity to ask questions of, and provide input to, the IEEE-SA presential candidates.

Date: At a mutually agreeable date for all candidates, suggested for the week of 9th August 2021.

Announcement: The event will be announced to the IEEE 802 community through the IEEE 802 Working Group email reflectors a minimum of four weeks in advance. The announcement email will include one link for each candidate for their election material. This link is to be provided by the candidate.

Questions: The announcement will invite the IEEE 802 community to submit questions with a deadline two weeks prior to the townhall. The moderator, with the help of the timekeeper and one other IEEE 802 Executive Committee member, will collate the questions and select 10 that will be sent to the candidates one week prior to the townhall. There will also be opportunities for the participants to submit questions live during the townhall as detailed below.

Moderator: Paul Nikolich, subject to agreement of all candidates.
Timekeeper: Glenn Parsons, subject to agreement of all candidates.
Other IEEE 802 EC member: David Law, subject to agreement of all candidates.

Configuration: Teleconference tool to be configured so that the moderator controls who can speak. Moderator and Timekeeper camera will be on, candidate's cameras will be on if all candidates agree to this beforehand. All other cameras will be off. Chat will be configured so that questions can be submitted to the moderator, all other chat will be disabled to ensure that there are no distractions, no inappropriate comments and there isn't a 'side channel' for commentary from those that may agree or disagree with what is being said.

Duration: 90 minutes (10 minutes for administrivia, 8 minutes for candidate opening statements, 64 minutes for questions, 8 minutes for candidate closing statements).

Format: The moderator will introduce each candidate by name, and nothing else. Each candidate will then be given the opportunity to make an opening verbal statement up to two minutes long. There will then be a moderated session where candidates will answer questions. The first five questions will be the first five of the ten questions submitted to the candidates beforehand. After these five questions, the following questions will be selected by the moderator from the questions submitted live by the audience through the teleconference tool. If no question is selected from the live submission, for example due to them being judged by the moderator to not be appropriate or duplicative, the next question from the ten submitted to the candidates beforehand will be selected. For each question selected, the moderator will one-by-one invite each candidate to respond if they wish. Their response can be no longer than two minutes. The order each candidate will be invited to answer each question will be different for each question. This process will repeat until either (a) there are less than 16 minutes of the townhall remaining or (b) all 10 questions submitted to the candidates beforehand and there are no further live questions. At that point, each candidate will be given the opportunity to make a verbal closing statement up to two minutes long. In all cases where there is a time limit, the timekeeper will provide a warning 30 and 15 seconds before the end of the allocated times, and the moderator can cut off a candidate that has exceeded the allocated time.
