[802SEC] Approval of actions in Working Group baseline policies and procedures
All
There was a question on the call today regarding the WG P&P baselines
and the thresholds for technical votes.
We are currently editing our WG P&P to match the 2017 one, which allows
either 2/3 or a higher vote threshold to be selected. The 2020 one only
allows 2/3 vote threshold for technical issues.

7.1 Approval of an Action

This clause shall not be modified except to increase the two-thirds vote
up to a three-fourths vote. Increasing a two-thirds vote to a higher
value will require similar changes to Section 7.1.2.

Approval of an action requires approval by a majority (or two-thirds)
vote as specified below in 7.1.1 (majority) and 7.1.2 (two-thirds). The
"majority, two-thirds vote" is defined as either:
