Steve – I think you’ve put your finger on the main delay I see, but it is less a delay of the EC and more a delay in how the WG’s interact to review PARs, i.e., the WG PAR review process. The EC could theoretically approve PARs at any meeting
(probably would require a simple rules change), but the input/feedback process to provide review by other WGs only happens during a plenary cycle. I think this highlights the main restructuring issues, which relate to working-group interaction- - On what issues do we feel it is important to have cross-working group collaboration - On what issues do we feel it is important to have cross-working group review - On what issues do we need an executive ‘steering function’ to resolve differences or allocate work within the working groups? [or, conversely, if we don’t have an EC steering function, what conflicts emerge] and, with those in mind, what is the most efficient structure and process to accomplish it.

On Behalf Of Steve Shellhammer Paul, I identified one issue to be addressed, which is that the EC considers PARs only at Plenary sessions, and that could lead to delays in the WG projects. I do not have any other EC issue that causes delays for the WGs, that I can think of right now. If other people have EC issues that cause delays in WG project it would be good to hear those. I think we had more in the past before having regular monthly meetings, but I think those monthly meetings help reduce any delays from the EC. So I think keeping the monthly meetings is valuable to avoid delays

the organization. Steve, That is a good suggestion, identifying specific problems makes sense. I'd appreciate it if you prepare an initial list as a straw-man and share it on the EC reflector, just
to get the discussion going. Also, I want us to be open to thinking about ways to improve 802's efficiency and responsiveness to the participants and stakeholders needs. As mentioned in my presentation,
I feel giving WG/TAGs more autonomy will be beneficial. It's like being a parent -- eventually the children grow up and are on their own. The family remains intact, it just becomes distributed, and they still gather occasionally for special events.
