PAR Comments:
2.1 – No title is really given? Is this the main Standard Title? What is the Amendment: “Title”?
5.6 Stakeholders seems very broad and all the “includes” make it ambiguous as to who the stakeholder really is. The Stakeholder List should list the categories of interested parties that would want to participate in this project.
In general, it is noted that this CSD was a copy and paste of the 802.16 CSD. It may need updating in many places. i.e.
1.2.1 The market statements seem to say that “today” we have something and in 2020 we will have something else….Today is 2020, so this statement should be revised/updated.
Tim Godfrey and I have just realized that the PAR sent to 802 LMSC EC was not the same document sent to NesCom for their review. The document presubmitted to NesCom ( 802.15-20-0196-01) is on the correct form, i.e. Modify/Amendment, while the document sent to 802 LMSC EC was on the wrong form, i.e. Amendment.
In summary, the differences between the document sent to 802 LMSC EC (802.15-20-0196-00) and that presubmitted to NesCom ( 802.15-20-0196-01) are due to the different IEEE-SA forms, with the exception of sub-clause 3.1 where the differences are due to the change in working group.
Tim Godfrey and I are asking the EC to review the PAR ( 802.15-20-0196-01) currently being reviewed by NesCom
As noted in the previous email, the CSD has not been changed from when the amendment was approved.

Attached is a modified PAR ( 802.15-20-0196-00) and unmodified CSD ( 802.24-19-0030-01) for Project P802.16t.
The PAR modification removes the part of the scope that limits the new Physical Layer to Time Division Duplexing (TDD) operation
This PAR and CSD was approved by the 802.15 WG, at the closing meeting of the 802.15 WG July Virtual Plenary session, with an unanimous vote. At the closing meeting there were 56 participants, of which 41 were voting members.
