David Law found an error (undefined link) in the uploaded document.  I 
have updated it to revision 6, found at:
https://mentor.ieee.org/802-ec/dcn/19/ec-19-0047-06-00EC-proposed-802-operations-manual-2019.pdf

with changes from the current OM shown in:
https://mentor.ieee.org/802-ec/dcn/19/ec-19-0049-06-00EC-proposed-802-operations-manual-2019-with-changes.pdf

The SASB ballot on our revised P&P is scheduled to end by May 22, we 
will have an early close ballot to approve the new OM after that.
