hello LMSC,
I had taken the word Sponsor in the OM rule to mean Sponsor and have now learned that is not totally correct with out looking elsewhere also. when I had the results i questioned it and asked for clarification help and timing was not on my side. so the ballot did pass and I will work with Paul and others about filing late.

In 7.1 it says "provided a majority of all the Voting Members of the
Sponsor responded." for electronic means.
A majority of the voting members responded. The ballot is valid
You had 100% approval, so it meets either majority or two-thirds
requirement.
