[802SEC] Comments on 802.1 PARs and CSDs

I have one comment on the 802.1ABdh CSD

Section 1.2.5 it says:

The well-established cost balance between infrastructure and attached 
stations will not be changed by the proposed standard.

The incremental costs of the new capability are minimal compared to the 
benefits specified by the amendment.

These are assertions, but no justification is given for why there will 
be no change to the established cost balance or why the incremental 
costs are minimal.

Please provide some justification, for cost, even though software 
doesn't have an per unit cost like hardware, new features incur 
development, testing, validation and maintenance costs.

For example, the 802.1Qdj CSD provides some justification for these claims.
