[802SEC] Nendica ICAID renewal proposal for pre-circulation

Per Clause 10 ("Procedure for ICAIDs") of the LMSC Operations Manual, "A proposed ICAID and supporting documents shall be submitted to the Sponsor via the Sponsor email reflector for review no less than 30 days prior to the day of the opening Sponsor meeting of an IEEE 802 LMSC plenary session. The submittal message should include Internet links to the required submittal documents."
For consideration at the March 2019 802 Plenary, I am providing documentation regarding the proposed extension of the IEEE 802 "Network Enhancements for the Next Decade" Industry Connections Activity (Nendica) beyond its initial two-year term, currently set to end in March 2019:

This is the same documentation requested by ICCom to support renewal of the ICAID. Per the Operations Manual, "At the discretion of the Sponsor Chair, ICAIDs may be submitted in parallel to ICCom when the Sponsor Closing meeting date allows the ICAID to be removed from consideration prior to ICCom recommendation to the Standards Board." The Sponsor Chair has agreed to such pre-submittal to meet the ICCom deadline of March 1.
The draft ICAID was approved by Nendica at its January interim meeting, as authorized by the IEEE 802.1 WG. The Annual Report was approved by the 802.1 WG at its November session.
