I would assume that would not affect the interim in Warsaw but might well affect participation in the meeting in Pittsburgh and subsequent meetings. We need guidance from legal, promptly.
I am very uncomfortable about burdens that the US Department of Commerce may place on the openness we have as a transnational organization.

The US Department of Commerce recently issued an order regarding ZTE. The order requires that no person or entity subject to the Department of Commerce jurisdiction may facilitate ZTE's acquisition of any commodity, software or technology exported or to be exported from the United States that is subject to relevant Export Administration Regulations (EAR).
Given that IEEE is based in the United States and is thus under the jurisdiction of the Department of Commerce, I would think that we are affected by this order. Several other SDOs and Alliances have issued statements regarding changes in membership, participation, and access to documents in response to the order. However, I have not heard anything from IEEE SA or IEEE about this.
