[802SEC] P&P request -- 802 Ombudsman

Dear EC members,

We need to add the position, role and responsibility of IEEE 802 Ombudsman into our P&P.  Currently the only reference I can find is a slide deck created in 2006, see http://www.ieee802.org/IEEE%20802%20Ombudsman.ppt.

I would like our policy to emulate the IEEE Computer Society Ombudsman text.  See https://www.computer.org/web/volunteers/ppm24

Currently the post of 802 Ombudsman is held by an IEEE staff member, we should have a volunteer filling that role.  

James, please put this on the Sunday evening rules meeting agenda.  I'll also reserve time to discuss during the March 2018 opening EC meeting.
