I believe your criteria is not inclusive enough.
Additionally...IF the PAR and its supporting material has not received comments (other than the trivial which have been fully addressed)THEN it can go on the consent agenda.

We came up with the following –
If a WG Chair has two or more PARs for approval, and these PARs are considered to be non-controversial as evident by a WG vote that has zero “NO” votes, one single motion could be used to approve these PARs for a given WG. If an EC member had an issue with a grouping, then a modification of the agenda would be necessary.
