[802SEC] Entity declarations re P802.11ax special measures

Dear EC,

I have received one additional entity declaration from Samsung.
Please see:

Please make any objections by the end of this week related to this 
declaration.
This means that the entities whose affiliates are subject to special 
measures are now:  Intel, Marvell, Orange & Quantenna.
