The WG chair can determine to keep somebody a voter for whatever reason. So you could view my interpretation as an exercise of this license. In my mind it is natural justice. We should not penalize somebody for lack of exercise of a vote that probably (individually) has no effect. I agree. This is something I have given thought to. If there are a substantial number of folks in special measures when the ballot ends, the ballot could well fail. In my mind, this isn't hugely significant. What does matter is we get due diligence paid to the draft, and the bulk of the comments written on the first draft. These would be resolved before going to a ballot on D2.0.
