a) Guests will be allowed two opportunities to speak for a maximum of two minutes each turn.
b) The Chair reserve the right to constrain the Executive Committee members themselves if necessary. (These are the normal debate constraints observed by the IEEE BoD.)
c) All comments will be directed to the chair and not to others in the room. Repeated violators of this protocol will forfeit their opportunity to speak.
