[802SEC] request to revise OM Clause 8

I recently noticed an error in the OM: the third paragraph in Clause 8 should not be a paragraph; instead, it should be the header of Subclause 8.1.

The error has some potential implications, since the following two paragraphs refer to "this subclause and its subsidiary subclauses" and "these procedures." The intention is clearly to limit them to 8.1, but, since there is no 8.1, they might be understood to apply to the entirety of Clause 8.

The correction is to add "8.1" before that paragraph, adjusting the formatting appropriately.

I'd like to get the change approved at the next opportunity.
