My basic principle is that:
Management by surprise is a bad idea.
Further, since we operate on the principle of openness...

I think that one of the statutory purposes of the TAG should be:
WG reps should report to the TAG what is going on in their WG wrt to radio reg/band usage issues.
This should be done on a low overhead basis without bureaucratic crap.
This should be an ongoing item.
Reports should start when the activity starts.

Thus, the RR TAG should know and know about ALL radio reg related activity that is going on in all of 802,
even if such activity is immature and in the early stages.

How such reports are recorded in TAG minutes or reported by the TAG externally is beyond the scope of my proposal.

I've read it several times and have two guesses (neither of which may be correct):

     c. provide contributions to the TAG that
identify regulatory activities or other regulatory matters critical to the WG membership
     d. provide contributions to the TAG which represent consensus positions of the WG

The TAG shall:
  -Encourage Working Gropus to promptly contribute to the TAG
 - Report to the Working Groups on TAG activities
 - Report to the Working Groups on regulatory issues identified by the WGs as of specific interest to the WG


or (guess 3 - please provide)

I would suggest in stating objectives, responsibilities, and accountability mechanisms we avoid compound sentences (like this one ;-).

That's just one (dyslexic's) opinion.  Maybe I am more easily confused than the rest of you and the TAG membership.

My view, which seems to be shared by others, is that part of the mission should be to be a forum where each WG reports to the others the activities and issues that have come up in the WG.  It seems to me that it is in the interest of 802 as a whole (via 802.18) to know what is of interest and/or what is going on in the regulatory/spectrum area.

I’m not sure what you want me to add regarding your further suggestion. This is about the TAG Mission, not the WG’s obligations.
Bullets c and d under 2  already cover its role coordinating between Working Groups to develop joint positions.

Change "Drat" to "Draft"
 
Further, it sounds as if the internal mission is all communication TO the Working groups.
There should also be a mission element of using the group to communicate BETWEEN working groups.
That is, part of the mission should be for a WG to notify all other concerned WGs upon which it is taking up work in the hope that work will be coordinated during creation.
