At the November 2015 IEEE 802 Plenary meeting, conditional approval was granted to forward IEEE P802.3br Interspersing Express Traffic to sponsor ballot. The conditions listed in Clause 12 'Procedure for conditional approval to forward a draft standard' of the IEEE 802 Operations Manual include (b) '... and there are no new valid DISAPPROVE votes.'.
As I reported to the IEEE 802 EC on Thursday 14th January 2016, during the most recent IEEE P802.3br recirculation ballot one voter submitted a Disapprove vote based on support of an unresolved, and therefore in scope, disapprove comment (he "piled on"). I believe his disapprove vote is valid and therefore we did not meet item (b) of the conditional approval granted in November. As a restatement of an existing comment however, this disapprove vote did not require recirculation. As an aside, during the same recirculation ballot a disapprove voter changed to an approve with comment, hence the number of disapprove votes remained the same.
Since there were no other disapprove comments, and after consideration of comments received, no substantive changes were made to the draft, we found ourselves in the situation where we had failed the conditional approval requirements, yet we did not require a recirculation ballot. The IEEE 802.3 Working Group therefore considered a motion at its interim meeting on the evening of Thursday 21st January 2016 to request unconditional approval for IEEE P802.3br to proceed to sponsor ballot, this motion passed Y: 52, N: 7, A: 28.
