15-138 is the original FCC DOCUMENT number, the not the FCC PROCEEDING number. The proceeding number is what is used to identify the right FCC database in which to file the comments. Sorry for the confusion, but our .11 voters seem to prefer to refer to the document number in IEEE Mentor document titles and I didn’t want to change to avoid confusion among us as we responded to the proceeding.
