That is one option. Another is to put guidelines in the Chair's guide
as to when it should be used.
Steve had a hard deadline that required an early close, hence it made
sense to have an early close (although it was a very large document).
If we don't have a hard deadline, I don't think early close should apply.
Ideally, the Chair, when delegating an email ballot should specify:
- Person to conduct the ballot
- Rule under which approval is sought (e.g., public statement, normal
buisness)
- Level of approval required (2/3 or majority)
- Regular close or Early close and why.
These items should be in the ballot announcement along with the mover,
seconder and motion text.
