Thanks to Roger for finding that mistake, I have updated the page: 
http://www.ieee802.org/devdocs.shtml to remove the link to proposed v17 
OM and replaced it with links to a new an improved 17.1 that:
 - Has the Proposed 13 March 2015, Last edited  17 June 2015 on the 
title page
 - Updated version number to 17.1, rather than 16
 - Comes with an awesome watermark that says "Proposed"
 - Is both a floor wax _and_ a dessert topping.
