[802SEC] New Public Review balloting requirement

Colleagues-

This morning I gave an update to the presentation I made in November on the upcoming requirement to add the new "Public Review" process to our Sponsor Ballot cycle.  A copy of the slides are attached to this message. 

I have also uploaded the file to the EC Docs area of Mentor as:

This will be a requirement and integral part of Sponsor Ballot starting on July 6.  
Therefore it will affect us on all Sponsor Ballots coming out of the July Plenary

All of your colleagues who will be running ballots, resolving comments and submitting RevCom packages need to be aware of this new requirement.
